Government Job Vacancy in Edmonton, Reporting to the Data Quality Manager, the Data Quality (DQ) Business Analyst, plays an integral role in ensuring Newborn Metabolic Screening (NMS) application and Cervical Cancer Screening (CCS) application data are available to support NMS and CCS business objectives.

Responsibilities include working with the NMS and CCS business teams to proactively identify emerging information needs and address them in a timely manner.

The DQ Business Analyst will work with Branch staff to determine data and information requirements and will develop plans and processes to ensure data are available and documented for use by analytic staff within the Department.

Additionally, the DQ Business Analyst is the interface between end-users and technical systems for the purpose of developing and maintaining complex solutions by aligning business processes to the applicable policies, Acts, and regulations of the business area.

The incumbent is primarily responsible for analyzing and evaluating business requirements and ensuring data are available to support Branch activities. The incumbent acts as a communication link between Branch staff and stakeholders both within the Ministry and with Alberta Health Services (AHS).

The incumbent reviews all proposed changes to information systems analyzes the impact of the change on both internal and external business users and makes recommendations about the acceptability of the proposed changes.

The DQ Business Analyst is also responsible for fulfilling the Application Steward role for the Interactive Health Data Application (IHDA).

The Data Quality team is an Application Steward for five corporate applications and facilitates publishing data to Alberta Open Government Portal. The DQ Business Analyst will also be required to provide support with other applications and Open Data as needed.

  • Identification  of the information necessary to support Branch and Division business to assist in meeting their business goals;
  • Determining the most appropriate options for obtaining and storing data and information;
  • Supporting the business areas of the Division by providing leadership that promotes the alignment of information technology with the business goals of the Division and Department;
  • Providing leadership in the definition, design, transformation, and implementation of enhanced business processes and agreements;
  • Development of required documentation (e.g. information sharing agreements, privacy impact assessments, reporting requirements, data dictionary, user guides) to support the acquisition and use of data; and
  • Development of transition plans to support the movement of public health information systems to AHS, ensuring Departmental needs are met.


A University Degree in a related field (Science, Business, Information Technology, and Management) supplemented by a minimum of four (4) years of progressively responsible related experience is required.

Required experience includes:

  • Databases management experience
  • Experience working with health data and analytics
  • IT-focused business analyst work experience
  • Stakeholder management
  • Proficiency with MS Office Suite
  • Excellent written and verbal communication skills

Preference will be given to individuals with:

  • Work experience with health data management

The following experience is considered an asset: 

  • Master’s degree in a related field (Business, Information Technology, Management)
  • A cover letter outlining how your experience relates to the qualifications of this role is required.
  • Related experience or education may be considered as an equivalency one-for-one basis of:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

  • This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
